Clinical Commissioning: Intelligence Requirements
Clinical Commissioning Groups (CCGs) are clearly still in their infancy, however, we do think it possible to identify some fairly basic data and intelligence requirements that all emerging CCGs will have in common.

Health Needs Assessment
If we start from a premise that all commissioning must start from an understanding of the healthcare needs (current and future) of a population, there is an obvious requirement for analytical tools and techniques that provide insight on a total population basis. We believe risk stratification and predictive modelling tools can deliver real benefit here.
Financial Control
Given the new economic climate within which the NHS now operates, clinical commissioners will increasingly need to demonstrate that they can deliver maximum value within constrained budgets. Invoicing & Claims Management
Inextricably related to the issue of financial control, CCGs will need to satisfy themselves that the invoices submitted as ‘claims for payment’ are based on credible, relevant, and high quality data submissions. History teaches us that claims management is a key commissioner activity.
Monitor Quality
The new NHS agenda clearly demands the delivery of better healthcare outcomes. In the current climate CCGs must deliver better for less. Furthermore there is a clear requirement for the new breed of commissioners to demonstrate they can address issues of variation in outcomes.
Manage Demand
Clinical commissioners must understand demand and then manage it. Demand
management is about making sure that patients receive the most appropriate care in
the most appropriate setting. Analytical tools and techniques can help here..
